  1. Promote public relations and effective communication systems within the institute, peers and strategic partners for enhanced collaboration and networking.
  2. Coordinate research on market driven courses and develop innovative and creative platforms to generate effective solutions to emerging challenges and problem solving.
  3. Participate in budgeting process, manage and account for all resources channelled through the department and be a team player in institute financial management programmes.

Qualifications and Work experience

  1. Masters’ degree in a Technical related field and a Post Graduate diploma in Public Administration or Management Studies will be added advantage.
  2. A Bachelors’ degree in Engineering or any related technical/vocational field.
  3. A diploma in Technical Teacher/ Instructor Education (DITTE/DTTE from a recognised University/Institution or diploma in Vocational Instructor Training (DVT) is a must for all applicants and should be registered with the Ministry of Education and Sports.
  4. Minimum of Nine (9) years Working experience, three (3) of which should have been at the level of Principal Lecturer or six (6) years at Senior Officer Level.
  5. Should be conversant in running of Institute Affairs, procedures and systems, and should be well versed with the context of BTVET system and the Uganda tertiary education system.

2. Project Background.

SNV Netherlands Development Organisation in partnership with the four district local governments of Lira, Dokolo, Kole and Alebtong is implementing a three-year (November 2022 to October 2025) Sustainable Water Supply, Sanitation and Hygiene for All (SWaSSH4A) project, funded by Austrian Development Agency (ADA). The project is expected to realise the following results by the end of the project life: 237,500 people have sustained access to safe water supply and are reached through hygiene promotion activities; 50,000 gain access to improved climate resilient sanitation; 40,000 people gain access to basic handwashing with soap.

The project has two components; water supply and sanitation and hygiene. The first year of implementation of the project ends in December this year. This implies that there are less than 2 months remaining for the implementation of the project activities in the first year.

It is against the above background that SNV Uganda requires the services of a Sanitation and Hygiene Consultant  on a short-term  contract , to support implementation of specific sanitation and hygiene project activities, working hand  in hand with the project officer, sanitation and hygiene.

3. Objective of the assignment.

The main objective of the assignment is to enhance and improve the provision of emptying services and safe waste disposal by conducting a comprehensive market assessment, developing a well-structured service proposal, and conducting pilot testing to ensure the effectiveness and safety of the proposed service model in the districts of Dokolo, Lira, Alebtong and Kole.

4. Scope of the assignment.

The consultant is expected to undertake the following tasks among others:

General:

  1. Market Assessment:
    • Desk Research: Review existing data, reports, and studies related to sanitation and emptying services to gather baseline information.
    • Field Surveys: Conduct field surveys to assess the current demand, supply, and preferences for emptying services. This may involve interviewing households, businesses, and local authorities.
    • Competitor Analysis: Identify and analyze existing emptying service providers to understand their operations, pricing strategies, and market share.
    • Regulatory Analysis: Assess relevant regulations and policies that impact the emptying services sector.
  2. Service Proposal Development:
    • Service Design: Collaborate with experts to design effective and environmentally friendly emptying services, including the selection of appropriate technologies.
    • Pricing Strategy: Develop a pricing model that is competitive, affordable, and sustainable for different user groups.
    • Safety Protocols: Establish safety protocols and guidelines for emptying, transportation, and disposal of waste.
    • Environmental Impact Assessment: Assess and propose methods for the safe disposal of waste that minimize environmental impact.
  3. Testing and Validation:
    • Pilot Programs: Implement pilot projects to test the proposed service proposal in a real-world context. This includes practical testing of emptying, transportation, and disposal procedures.
    • Feedback Collection: Gather feedback from users and stakeholders to identify areas for improvement in the service proposal.
    • Performance Evaluation: Assess the effectiveness and efficiency of the proposed service model, taking into account cost-effectiveness and user satisfaction.

6. Qualification and Experience

The consultant should:

  • Bachelor’s degree in any of the following fields; social sciences, public health, statistics, economics, engineering, etc
  • Have a min. of 10 years’ experience in WASH Sector in Uganda
  • Demonstrated experience in working with local governments and rural communities in Uganda
  • Be familiar with SNV projects, processes, and M&E Protocols.
  • Be familiar with participatory approaches for sanitation and hygiene promotion.
  • Be familiar with WASH Sector legal, regulatory and policy frameworks in Uganda.

7. Duration of the exercise

The assignment is for a maximum of one month: spanning the month of 20th November and 20th December 2023.

8. Assignment budget

The budget for this assignment will be covered under SWaSSH4A project under budge lines SP1934-1.2.08 and SP1934-1.2.09.
