Speaking in one of the sessions, at the IWA-WDCE 2023 in Rwanda Kigali, on ‘’ securing inclusivity in urban sanitation’’ ,Sharon Nakigudde –  A knowledge Management officer at KCCA revealed that as much as the authority has registered tremendous progress with improving sanitation in most semi urban areas around the city,a number of challenges still need to be addressed.

She highlighted  that 90% of Kampala’s population relies on onsite sanitation which is usually shared between 3-5 households, which attributes to the fast fill up  rates of the latrine and waste water   facilities within the city. The other challenge is that many of the informal settlements are also inaccessible ,hindering use of certain emptying technologies like the exhauster trucks in such areas,’’ she said.

According to Sharon, KCCA is progressively making efforts to improve the situation through the emptying subsidy model where the authority was covering up to 70% of emptying costs for vulnerable households. This she says has increased the collection efficiency of Feacal sludge  from 44 % in 2017 to 71% in 2022.(Data from Weyonje monitoring Application)

Between 2020- 2022, an estimated 8000 toilets were emptied by KCCA through the subsidy program, translating to approximately UGX 576 Million in subsidy investments by the authority.

Mr. Henry Kaula – Manager –Sanitation at KCCA says they are actively looking at private sector to sustain service delivery. He says, KCCA as a regulator, has been engaging private service providers to offer affordable emptying services, utilizing some of the innovations like the Weyonje application which offers them a pipeline of customers within the city.
